I attend a private school that’s not in my home state (not a boarding school). Is my regional officer the one who considers applications from my home area, or the one who considers applications from the area where my school is located?

Why not ask the admissions office? I would think that your home address is what matters but asking the people who really know is your best bet.
I actually just checked the websites of the schools that were nice enough to tell me who my officer was off the bat - it’s based on school location. It’s held true for a good number of schools, so I’m going to assume it holds true for all of them (and some schools state very specifically that it’s based on school location on their websites)
