Regional Officers

What exactly are regional officers for colleges?
Are they the ones who conduct interviews in their designated area?
Or are they just an admission officer in the area?
Should I contact my own regional admission officers or would it just be a waste of both of our time?
Are they in the decision room when reviewing my application and would getting to speak with them often and showing him/her who I am help my chances of admission.

What is their specific role if it is not in the best interest of students to talk to them and I am not nuts just simply trying to gleam information so the rudeness is unwanted and unnecessary.
