Regional Review?

How do colleges review applications? I heard somewhere that some colleges (H and Y, I think) have people “in charge” of certain parts of the country. The context this was used was that they are who you contact if you want an interview, etc, but does this mean that there is also regional review of applications (i.e., one group of officers reviews all the applications from a certain region before it is accepted or moved to a bigger pool from other applications from other parts of the country), or are all the applications just put into one big pile and looked at together?

Most colleges assign regional officers to specific areas. That person usually knows about the school and district. BTW, dont forget that they can reject apps w/o committee approval. I know at Yale 82% of apps are rejected before they reach the committee.
