Required standardized tests STILL CONFUSED

"However, Penn requires that applicants submit all testing results from each administration of the ACT, SAT, and SAT Subject Tests."

Does this mean I HAVE to submit my SAT and Subject tests? I'm clear on the idea that the ACT w/ writing can substitute, but why do I get the feeling that UPenn is like Stanford where it requires every score from every test (if you've taken both, which I have).

Basically, if I submit my ACT w/ writing and don't self report/send any SAT scores, will UPenn not even look at my application?

You are required to send every score from every test you have ever taken. There’s somewhat of a gray area when it comes to not sending scores. Will Penn know if you don’t send some scores? Who knows. I’d just play it safe and send all your scores. I doubt they would throw away your app just for not reporting a score or two though.
