Required standardized tests STILL CONFUSED

"However, Penn requires that applicants submit all testing results from each administration of the ACT, SAT, and SAT Subject Tests."

Does this mean I HAVE to submit my SAT and Subject tests? I'm clear on the idea that the ACT w/ writing can substitute, but why do I get the feeling that UPenn is like Stanford where it requires every score from every test (if you've taken both, which I have).

Basically, if I submit my ACT w/ writing and don't self report/send any SAT scores, will UPenn not even look at my application?

If you report on Common App that you sat for an SAT(Reasoning), Subject test are mandatory/non-negotiable/ you must send those scores to Penn.

i guess

I think that’s in reference to college board’s new SAT policies about hiding some scores and showing others, etc. The policy wasn’t in place when I applied so I can’t tell you whether it’d negatively affect you if you did hide past scores but I’m not sure how Penn would find out either way.
