<p>I'm confused by UPenn's required testing section on their website. In one place it says:</p>
<p>"Penn requires freshman applicants to submit either: the SAT (which includes the Critical Reading, Math, and Writing sections) and two SAT Subject Tests
OR
the ACT Plus Writing."</p>
<p>This seems self explanatory, but right beneath it they state, "No preference is given to either test. Penn requires applicants to submit their entire testing history."</p>
<p>When they say "entire testing history," do they mean just for SAT or ACT, or do I have to submit both if I've taken both? My SAT scores are not as strong as my ACT scores, and, unless my October SAT scores are much higher, I was debating not sending them at all, but now I'm wondering if I have to.</p>
<p>Any yes, I know that they will not really know if I don't send anything, but to be honest, I think they know that pretty much everyone has taken the SATs at least once, and might use it against me if I don't send them.</p>
