Residency Appeal

Hi there,
I am a new admitted transfer student. I don't know why I am counted as non-resident. I am paying resident tuition in community college. Does anyone has tried to appeal for residency? I am a US citizen, my parents don't support me anymore, they live abroad. I am 19 years old, self employed, I paid and filed my own tax last year as independent, and will do it again this year. I took a fast track for my high school diploma in Seattle, but it was 2 years ago, and I did not pay residence fee in there. I know there is a rule that I have to pay 2 years of tax to get residency if under 24 years old. Which means starting 2013 I could get my residence fee. However, I am not even sure they will even let me to do that since I heard it is so hard to get residency these days. Any idea how I should appeal and proof them?

Thank You

Residency is based on a state-by-state basis, not a federal basis.

You must have lived in (and paid taxes in) California to qualify for residency.

It means non-resident of California, or Out of State Resident and its mostly for tuition purposes.
