Residency Reclassification for In-state tuition in CSU

I am currently on H4 (dependent visa which doesn’t allow to work) and my spouse has been contributing to California state taxes since the last 5 years. I enrolled for a graduate program in one of the CSU’s and am filing for my residency reclassification after staying for 18 months in CA.
I have proof of physical presence. I know they consider financial independence and intent of staying in CA besides proof for physical presence. My question is, since i am not legally allowed to work, how to do i prove financial independence? Will my spouse’s tax forms be sufficient enough?
Also, Since my spouse has been in CA since 5+ years would that prove our intent of staying in CA (not just for tuition purpose)?

How do i make sure i get reclassified for In-State tuition? (And we really have an intent of staying in CA)
