I understand that if I were to retake a course, both grades would show up on my transcript, but could it hurt? I wasn't as focused on my studies as a freshman, so I ended up getting a C as my final grade for Algebra 2 and I was just wondering if retaking the course would be beneficial? Is it worth the time, effort, and money? Obviously it wouldn't hurt to retake the course, but would it make a difference in college admissions?

Most schools don’t allow you to retake a course in which you got a passing grade. Regardless, pointless IMHO. Brush yourself off and get an A in precalc, or whatever the next course is in your sequence.
