I believe i will be getting a D in french with a 69% and my teacher refuses to round. This is my third year and I have tried so hard to maintain a C all year. I already have enough credits and my GPA is above a 3.0. I am a legal studies major, will UCSC rescind my admission? I'm really scared right now.

Are you a transfer student? If you’ll have your GPA, IGETC, and unit requirements fulfilled anyway, it might not be devastating. You should call admissions and ask ASAP.

no. i’m a senior in high school

You dont need a 3.0 or above to be in UCSC, I called them today and ask, all they ask to is keep your gpa around the gpa you had your hs career. You need to call them asap, and they will send you a form where you can say why you got a D, DO NOT BLAME YOUR TEACHER, after you submit it, they can rescind if they want to, good luck Im sure youll be fine, let us know what happens :)
