Robertson vs Morehead and Chances

The reason I bring this up is I'm from an OOS, non-nominating high school in regards to the Morehead-Cain program. I initially thought this would be a non-issue for scholarship considerations (if I were to get nominated, I'd probably have a shot, and if I didn't I probably wouldn't have been a finalist anyway), but I've recently read the deadline for Robertson consideration is December 1 and the notification date for ARP referral for the Morehead-Cain is around December 15. In other words, I'd have to turn down the Robertson application to even stand a chance for the Morehead-Cain. I really like both programs and I'd prefer the Morehead over the Robertson if I were to receive any scholarship, but it's almost like it's too risky to just wait for the Morehead notification seeing as both are excellent opportunities. I sent an email to the Morehead director or his staff and I was basically given an automatic response that didn't answer my question at all (it just redirected me to their website, which I had already read). Can anyone speak personally on this matter?

I know I have a shot at both programs, but is there any way just to be instantly accepted, or is it even worth the risk?

If it helps (for my consideration or understanding my interests), my stats are as follows:
ACT Superscore: 36 (35, 36, 35, 36, 9)
GPA (Weighted/Unweighted): 4.5/3.9
Rank: 1
Subject Tests: 780 Math II, 730 Chemistry
AP Scores: 5 Chemistry, 5 English Lang, 5 APUSH, 4 Psychology, 3 European History
IB Scores: 6 Chemistry SL

Volunteering: I only have about 400 hours here; half are in tutoring programs for my school and the other are in forms of work-study required for CAS in IB (I'm doing a business-management thing currently and last year I did some supervised math teaching at a middle school)
Extracurriculars: Math Team (Captain) and Chess Club (Founder) are really the only things I can say. I've done Karate in the past, but I quit after I got a black belt as a freshman.
Awards: I have some obscure awards but they're fairly solid (state science fair semifinalist, a few creative writing things, and a top-15 finish at a national math tournament in a science category)
Race: Native American/American Indian/whatever people say
Intended Major: Applied Sciences/Polymer Chemistry (I'm undecided between the two, but I want to do one with a pre-med track)

I don't really have leadership or athletics I've heard are respectively required for the Robertson or the Morehead, so I'd like to apply to the one where I have the best chances, but if there's a tie I'd like the Morehead a little more (I know someone from a nominating school who absolutely loves it).

One place interesting to consider would be Howard University. Although this is a thread about UNC, I feel a few interesting intermediaries should be considered. For example, why pay all the money to attend a college such as UNC when you could just as easily attend DeVry? The point with the question is that a college is a college and although the levels of such institutions vary among regions, the main goal of college is to obtain an education.
Now entering into a more serious tone, ivy league or bust IMO. Places such as HYP or Dartmouth offer FA for individuals that are AA and given stats, it seems logical to consider those options. Unless, of course, Howard U or DeVry is a suitable option.
