Rolling Admissions-Sorry, We're Full

How do rolling admissions work? Do they just accept the first students who match their criteria and then start a waiting list? My son applied to a program without any deadlines. The web site RECOMMENDED applying in September, but we didn't get everything in until mid-October. Now we hear the program is full and we're on the waiting list. Another strange thing is that they claim everyone from the waiting list got in last year. How would you explain that?

Probably they accept way more than will enroll; like they accepted 300 for 150 places thinking that 50-150 will enroll, but they'll probably get 100 to enroll and then take 50 from waitlist.

Seems similiar to what happened last year at the University of Minnesota.
