RSI vs SUMaC?

Not that I've been accepted to either -_-
Just in principle- who has had experience with these programs, and which would you prefer?

although my view is biased, i would say that RSI is better hands down. It has an alumni association that can help you out with college apps, graduate school admissions, and more.

i have no experience in either of them, but rsi is still the best (somehow)

I think if you do a search of SUMaC, you'll find a number of threads that discuss the program. My daughter attended and found it to be a wonderful experience. The director wrote letters of recommendation for students who asked, and the students who attended from her summer did extremely well in the college admissions process. Several students are at Stanford, several at Harvard, two at Columbia, at least one at CalTech. I doubt it has the extended alumni network for beyond college, but I think that shouldn't be the primary factor in selecting the program. They seem quite different in content and atmosphere, so you should probably consider those factors.
Also, if you're a rising junior, you could do SUMaC this summer and RSI the next.
