Safe GPA range for grad school (specifically the Public Health program)?

I had a terrible first two years in college (I didn't know what I wanted to major in, really lost, etc....)

Now that I've decided on pursuing a Masters and a career in Public Heath, I'm working to get my GPA above 3.0 (which could be accomplished by the end of the first semester of my junior year, at 3.01 realistically, at 3.09 if I get all A's).

Now I know we're not talking about law school or med school, but I would like to know the difficulties of being accepted into the Public Health grad program.

Average GPA/GRE scores?

Thanks.
