In top 20 national universities' admissions process, how much does SAT 2's count? Do they weigh the same as SAT 1's, less, or more?
Suppose there are two applicants.

< A >

SAT I: CR 800 / Math 800 / Writing 800
SAT II: Math 1C 650 / Chem 650 / Phys 650

< B >

SAT I: CR 650 / Math 650 / Writing 650
SAT II: Math2C 800 / Chem 800 / Phys 800

Which applicant do you think has a better chance?

I am pretty sure the SAT I weighs more heavily than do the SAT II's, although both tests are important.
Student A looks like a brilliant kid who simply slacks off on his school work and studies for whatever reason.
Student B looks like a student who is not exceptionally smart, but works hard at his studies and learns what he/she has to.
Given this, I would imagine that top tier colleges would be more willing to forgive the lazy genius than the not-as-bright kid who plows through their studies. After all, these colleges want to grab intellectual students who will add to the college.

What does this hypothetical student look like? If she is an international student? (i.e. her native language is not English and she studied for the AP tests by herself)

SATI: Math 800 CR 630 Writing 630
SATII Math IIC 800 Phys 800 Chem 800

< AP >
Calculus BC 5
Phys B 5
Phys C-Mech 5
Phys C-E&M 5
Chemistry 4
Microeconomics 5
Macroeconomics 5
Statistics 4

Another dimension to this argument, I don't have the option to take any AP/IB/College courses, and I really believe this hurt me on the SAT II's. I hope my colleges take this into account.
