If a student is applying ED should s/he send the October 1 SAT 2 scores ahead blind so that they are there by deadline? In other words, do you think recommended really means required, and thus send regardless of result?
Where are you applying? There should be information on the college websites about the last testing date they will accept.
@mamaedefamilia I thought this was the Dartmouth forum. Is it not? My question has more to do with sending blind vs waiting to see the results and, if poor, than not sending at all. Dartmouth experts: Dartmouth says recommended, but is it a very strong recommendation? Thanks.

If it says recommended then it should be construed as required.
Send them
I think you should first wait and see your scores before you send them. Sending a bad score is worse than not sending any.
I find it unlikely that anyone who is a truly viable candidate for D in terms of grades, course rigor, and SAT/ACT would have scores so bad they would sink the application.
But when will the test results be available? If you can wait to see them and still get them in by the ED deadline then there is no harm in waiting.
^ October SAT Subject scores come out 10/21 so OP can see them first.
