If OOS, it’s in range but no guarantee. If in-state, it’s above average. Either way, it won’t move the needle, so her UC GPA, ECs, and essays will make all the difference.
What is her UC GPA and EC’s? UCSB also puts a huge emphasis on essays.
It’s basically average for CAL…doesn’t hurt, but also doesn’t really elevate her either.
Called the “common data set”. Look it up.

That score will definitly not help her if she is weak in other areas!
If she has near-perfect grades (3.95+ unweighted), she isn’t applying for engineering, her course rigor, ECs, and essays are all solid, then yes, a 2140 is good enough.
