I was registering for the SAT and when I placed my order it returned an error saying "Card cannot be processed. Verifiy your..." So I verified the number and tried additional 6 times. When I checked my card statement 497$ (7*71$) were deducted and I still had not been able to register. I wrote to Collegeboard about this and they've replied me as following.
"When a student registers for a test, each time the submit button is clicked, a pre authorization hold is put on the account for those fees. However, only one charge will actually process. Our records indicate no charges were applied by the College Board. If you have a hold on your credit card account for a registration that was not completed, the hold will be released in 3 to 5 business days according to your bank's policy."
Does this mean that the money is in an intermediary account and if it isn't claimed by the Collegeboard within 3-5 days the money will be sent back?
I guess the card was faulty in some way because I had been able to register with an another the following day without any problems.

Contact your credit card company to discuss the situation.

I have, and they told me to contact Collegeboard, and that about 14 days will be required for everything to get sorted out.

Sorry about that. College Board is one of the most poorly run organizations I’ve encountered - especially their accounting department.

I think college board is accurate.

I placed a GAP order over the internet not too far in the past. Although I only clicked once, it was duplicated on my debit card statement I saw on line. I called GAP who only had it processed once on their end and said the same as college board did to you. The bank agreed. Sure enough, in a few days the extra debit just disappeared. If it is not processed by College Board, it will not go through.
