SAT for International Students

I know the SAT is very important when it comes to students from the U.S., but I was wondering why is it a requirement for students who are not from the U.S. originally?
I'm an immigrant from Eastern Europe and although I've never taken the SAT, I'm pretty sure my score would not be good if I take it. For example, I took the PPT TOEFL, and even though my English is very good, my score was 537 (not even 600, which is a requirement by most schools).

I would like to transfer to a U.S. top school, but I'm scared that my future low SAT score would ruin my chances. I'm also a non-traditional student. I'm 24.

im immigrant too,but im actually not forcing myself to take the SAT,is better off when u apply to cc.u just have to take the COMPASS.And later on u can take the SAT if u want to go further to 4year college.i dont know if that helped u and again is dat u really wouldnt need TOEFL since your english is very good,u just have to write that english is your first langauge.dats it.someone else can clear me up if mine didnt actually help!
