I got 2140 on the sat first time. I am a junior it was CR=800 Math=670 Writing=670
I think ill apply to UCD, UCB, UCSC, UCSD, UCLA, U of Washington, U or Oregon and maybe Northwestern and U of Wisconsin Madison
Should i retake it?

That is an excellent score, but not above the 75th percentile for several of the schools in the list. So I would re-take it at the next available date before the test format changes. Are you California in-state? If your GPA is not stellar a higher SAT score helps, and if you are planning to go into engineering, a higher math score would be advised.
