SAT vs. ACT - The Ultimate Question

Okay, so I have three friends:

The first friend got a 34 Composite on the ACT, but like a 2020 on the SAT. According to an ACT to SAT conversion chart, her ACT score would be approx. a 2260.

The second friend had 35 Composite on the ACT, but a 2060 on the SAT. The 35 is about a 2340 on the SAT.

My third friend had a 2200 on the SATs, and did not take the ACTs.

All of these friends had EXTREMELY similar stats, (GPA, rank, etc). In the end, the third friend got into much better than the others. Friend one is going to Northeastern, friend two is going to Villanova, and friend three is going to Cornell. So, this begs the question: Is the ACT viewed more lightly than the SAT? It just seems like a 35 ACT holds much less weight than say a 2300 SAT. Anyone have opinions? Rebuttals?

The common opinion seems to be that the SAT is harder than the ACT. Maybe admissions officers have their own personal conversion scale. Although, the real reason between the admissions discrepancies is probably because of other stats (ECs, Subject tests, essays) that you may not be aware of.
