Do colleges in the northeast (Cornell, NYU) weigh the SAT as the same as ACT? or is the SAT weighed more? For example, if i get 1800ish on SATs and 33-34ish on ACT, will i have better chance with the ACT?

They generally only look at one. Either one is rated pretty equally.

Definitely go with and send the ACT.

I think that they look at the percentiles. And that SAT are indeed weighing more than ACT just because colleges have been using the SAT for ages. But it is only regarded slightly better I would say.
