SAT Writing Question

<p>The answer is C but why? Since boroughs is plural, why isn't it "play"?</p>

<p>PLAYED would be the grammatically correct form… If it’s development already happened, which the first clause indicates, then the verb “to play” would have to be conjugated in the plural past tense.</p>
