SAT's and ACT's

So I was recently looking at statistics for SAT or ACT scores and admissions to one of the Ivy Leagues. I noticed one section gave an option saying something about how they did not take it or something along those lines.

I know there are certain colleges/universities that do not require these tests but I was just wondering if anyone knows what is up with that? I live in Canada so I don't know a whole lot about this.

Is it possible to apply to a university that says they require an ACT or SAT without have taken it? I didn't think so, but why do these stats have this on there?
What would be the exceptions to this?

Thanks!

UPDATE: Here are the Princeton statistics:

It says "no CEEB scores"

Unless you’ve done something on a national/international scale, I doubt you can spill by without taking the ACT or SAT
