If a coach has "9.9" scholarships to give out - I am assuming that is 9.9 "full rides".
So, if it is a public university is that 9.9 OOS scholarships? Many of the schools my son is interested in are OOS - so if he got "half" scholarship is that half of the OOS COA?

as far as NCAA compliance goes - if OOS COA is 40K and he is offered 20K, that counts as 1/2 scholarship. If in-state is 20K COA and he gets the same amount, that would be a full scholarship. So, coach can cover portions of COA totaling 9.9, regardless of in-state or out.

What about for football?

In D1 FBS football, 85 guys get the full COA covered
