Scholarship qstn for experienced RPI parents and students

My son received a significant MERIT only award from RPI last year.
I thought someone on this forum indicated scholarships typically rise with tuition rates, but according to the financial aid office, that information is incorrect.
Does anyone have any experience that demonstrates otherwise?
Do you know if there are department scholarships available?
Any other sources we should be looking at?

Thanks!

Our experience (though not with RPI) is that scholarships are a fixed amount which can be renewed each year (up to four years). Such as a $100,000 scholarship, payable @ $25,000 each year, as long as the student remains academically eligible. Need based aid is often the part that may increase each year, as tuition costs rise (as long as the family financial details are consistent each year).
