When it says to be considered for a scholarship you must have above 700 in each section of the SAT or 32 on the ACT, does that mean that if I have a 33 on the ACT overall, but one section is lower than 32, I won't even have a shot?

Where does it say you have to have above 700 on each section?!
I have a 680 in CR and I want to apply for one (mainly for the rez selection)

There’s no required minimum, but it’s a recommended minimum. Scholarships at McGill are EXTREMELY hard to get. I put in my application, as a Faculty of Science applicant, with a 36 Science and 34 Math, and that didn’t get me one. So best of luck, there are just so few scholarships they give out, that it’s a crapshoot.
