Does UVa offer OOS students much in merit aid? Is it one of "those" schools where a decent percentage of freshmen get a scholarship?

I think you are talking about tuition discounting (which is what most “merit aid” is) and we do not do it.

There are some scholarships, but they are often specific.

There’s tons of information on our website:

UVa meets 100% of the documented need for all US students - both in-state and out of state. Meeting need typically includes a mix of federal loans, work study, state grants, AccessUVa need-based grants, and a student working during the summer to cover their personal expenses.

There is very little merit aid offered at UVa, which is the common situation at many very selective universities.
