Unfortunately, my school doesn’t have a counselor, so I told one of my senior teachers to be the counselor. However, he is so confused and isn’t able to get what’s required. Is there any detailed step-by-step guide ? Thanks in advance.
At some schools one of the administrators fills the role. Are you at a U.S. school? If so, you really can’t be the first student to apply with the Common App.
Nope. I’m an international student in the K.S.A, so it’s a bit complicated. Almost no one, including the teacher, had heard of the common app, not to mention a school counselor.
It doesn’t work that way. While the school may not use the title, some parts of the job function has to exist. The individual is generally not a teacher. At your school, the job may be held by the principal/headmaster/provost/dean/administrator, etc. As mentioned above, it would be rare if you were the first person ever from your school to apply to a US college.

I am the first one ever to apply using the common app, and they are so ignorant to the process. What happens Usually is that the student goes and receives the Secondary School report at the end of the year after the school does whatever is needed to get the report stamped and so. But the idea of a school counselor who, instead of the student, sends the report and contacts the college is totally new to them and aren’t even taking it seriously. Till now he didn’t do a single thing with it.

Should I just submit my application before the deadline, Nov. 1, even if the counselor didn’t submit the papers ?
Yes. There is a grace period for colleges receiving things outside of your control, like SAT scores or counselor recs, but there is no grace period to get your application in.
They do not need to contact the colleges, but they do need to fill out the Secondary School Report. The Common App instructions are very self explanatory on this point. If you meet continued resistance, get an adult involved.
