School Rank Affect College Chances?

I go to a public magnet high school in Dallas, Texas. My class size is only 58, and my rank is 9. That's not in the top 10%, though, which means I won't get automatic admission into UT Austin. But I'm more worried that this may affect my chances of getting into colleges like Cornell/Rice/Vanderbilt etc. Will this really affect my chances that much, or do colleges take into account the class size when they look at rank? So would 9/58 be as impressive as 4/208 or top 1% of 700 students?

I’ve heard a lot of Admissions Officers say that when they look at a student, they compare them to other students from the same school. So, to me that sounds like they look at where you stand among your classmates, or in other words, your class rank.
