“I’m looking at Berkeley and Cornell level schools. My friends and teachers all tell me I can do better.”
Do your friends and teachers realize that Berkeley is the #3 engineering school in the US (and the #1 public school in the US) only beaten by Stanford and MIT. It’s ranked even higher than Caltech in engineering. Cornell is also ranked 2nd for Engineering Physics. Don’t underestimate either school.
That being said if you bring up that ACT score -or get a higher corresponding SAT score- you should have a shot at Stanford, MIT, Caltech, Princeton, etc. However remember that those schools have really low acceptance rates (like 5%) so don’t be disappointed if you don’t get accepted.

You might also want to consider applying to Georgia Tech (5th overall engineering and 2nd Aerosppace/Aeronautical/Astronautical Engineering) which has a really high acceptance rate (somewhere around 40%) for such a highly ranked school.
