<p>Apply to a branch school for Pitt and Penn State and then try transferring after one or two years to the main campus. The branch schools may be willing to overlook the rather low GPA… That being said you are applying from out of state, making it harder to get in, look at some local schools/in state where it will be easier to get in.</p>
