Schools that give instate tuition after GI bill benefits run out

Hoping someone can help me add some schools to my list. My husband split his GI Bill benefits between two of our kids, so each has four semester’s worth of benefits. It seems most beneficial to look at public schools, as the Veteran’s Choice Act makes it such that the entire OOS tuition is covered during those four semesters.

So far, we have only found two OOS publics that allow students to continue to pay instate tuition rates after benefits run out - Auburn and Penn State. Does anyone know of any other schools that do this?

(S21 is looking only at OOS, he wants to get out of California, and when DH retires, we’ll be leaving the state anyway. Stats - ACT 34, UW gpa 3.8, URM but not first gen, looking at CS or engineering major)

It has been mentioned that Utah makes it relatively easy for students to get state residency (not specific to veterans or their dependents).

California is a big state – there is not any part of the state that is sufficiently different from where you are where there is a UC or CSU? What is he looking for in particular?

There are, of course, the usual merit scholarship (again not specific to veterans or their dependents) suspects for students with high stats.

I heard back from some inquiries I sent to schools on my son’s list. We can also add Purdue and NC State. They both confirmed you can continue to have instate tuition even after GI bill benefits run out.
