Schools that offer good merit scholarships?

I know I don't have the best stats, but I also know that there are schools out there that will offer a lot of scholarships for even the so-so SAT scores. I've heard of people get full rides with only 1700-1900 SAT scores. Does anyone know where I could get great scholarships with my stats?

SAT: 1780 (650 RC, 530 Math, 600 Writing) I'm going to retake this, and aiming for a 1880+ However, please just judge with the current scores I have now.
GPA UW: 3.79
GPA W: 4.1 (I expect this to rise after the first semester of senior year)
Rank: 14/687 (top 3%)

I'm also a Filipina from SoCal, if that matters at all.

As for schools, I'm pretty open-minded but it would be great if the school was at least a little diverse. Also, I don't really like rural areas. A big city/town nearby would be great. My ideal school size would be 5,000-13,000 students. I'm planning to major in either International Relations or business (maybe HR). But like I said, I'm open-minded and will consider everything.

Please help me out, I need some financial safeties!

There are a number of threads on this topic in the Financial Aid Forum.
Thank you for that link :)
