When I use the "registration score send" option on the website, and I select to send ALL of my scores, including my previous scores a few months ago, does Collegeboard do it all in one go (meaning wait until my final test date is over and then send all scores) or do they send my available scores first, then send the ones that are soon to be available later?

By registration score send I assume you mean you are applying to take a test and are listing the college as one to receive scores as part of that application. In that case, CB will send all scores at same time when score for test you are taking comes out. If you want any prior scores sent earlier you must order them sent separately and pay the additional fee for doing so.

So if I just sent 8 scores to schools and I am taking another SAT then I have to spend another 40 (4 free) to send another score to the schools I already sent them to?

^If I understand your question correctly, the answer is yes. You have sent prior scores to 8 colleges. You have registered for another test and have used your 4 free sends for 4 of the prior 8 colleges. If you want the other four to get your new test score you will have to pay the fee per college for sending to each of those other four colleges
