Second Bachelor's Degree Question (Computer Science)

Does anyone know the reasoning behind this statement on Stony Brook's ""Applying for Second Bachelor's Degree" page:
"Admission to our Second Bachelor’s Degree Program is extremely limited due to a lack of capacity in most of our undergraduate programs and second-degree candidates are typically not admitted to our Civil Engineering, Computer Science, or Information Systems majors."

I graduated from Manhattan College with a 3.8 gpa in electrical engineering and was planning on going back to school for computer science. Stony Brook seemed like the best choice, but after reading that statement my plans seem to be halted.

I could understand it being competitive to get into those programs, but I hope they just don't deny people who apply for those three majors without even looking at the applicant.

I would guess that is primarily trying to discourage current students who already have a major from wandering in and out through dual major status around various departments. While I was a student there I knew plenty of students working on a second BA in Computer Science.

The reason we don’t admit many second degree students is largely a space issue. Especially in the sciences, where space in classes is at a premium, we need to make sure we’re saving seats for our first degree students.

CompSci specifically has a lot of restrictions even on regular transfers; it’s a difficult program to get into if you don’t start here as a freshman.
