Seeking Advice -- OOS teetering on In-state

My mom has recently moved to North Carolina (past couple of weeks). I won't be in-state upon matriculating (if I get in) and so, would be paying OSS tuition for the first semester and possibly the second.

Does tuition apply per year or per semester?

Should I apply to UNC and pay the first year of OSS and possibly get in-state tuition?

Or should I go to my state school/other schools and transfer to UNC after the first year -- would I be in-state in that case.

Keep in mind that I will have North Carolina residency ~2 months after the 2010-2011 school year starts.

NC residency status for tuition purposes can be granted upon admission or during any subsequent semester.

Are you moving to NC along with your mother? If so, you should be eligible for in-state tuition beginning the spring of your first year.

If you are not moving to NC with your mother, it is going to be more difficult for you to be classified as a resident for tuition purposes. You need to show that you are physically present in the state for reasons other than seeking a college education.
