I first took ACT in April, and I got a 31 composite, and a 10 in writing.
In October, I retook ACTs and got a 33 composite, with an 8 in writing.

I'm not sure if I should send both to all of my target schools (which are all pretty competitive), as I did better on all accounts in October with the exception in writing. Some recommend to send "all scores," but it does get expensive as I am applying to approximately fourteen schools.

Unless the school requires all scores, i would probably just send the 33 official score because the writing is not bad and is likely to be given little weight. Note if the school does not require but recommends all scores, there is another way you can send both. Order the 33 one sent by the testing agency. Make a copy of the report you receive for both scores and send a letter with a copy to each school, explaining that you have ordered the official 33 score sent by ACT but could not cover the cost of sending both so you are providing a copy of both to show you took two tests and what their scores were.
