Sending Extra Information

I just completed my portfolio (in school assignment) which is mainly about my experiences at an agricultural high school, why I chose it, what I've done there (detailed descriptions of 3 skills I've learned), and a resume. It looks really impressive and shows the advantage of my agricultural high school even with it's disadvantage of no APs/Honors.

I've heard about sending extra information to schools to influence admission decisions in one's favor. When is that usually done? With the application by the deadline, only? If I'm waitlisted? In order to get a better financial aid package? Or could I send it while they are still reviewing my application? Most of these I have already sent out.

I'm applying to all LACs with a mix of safeties and likely matches (want merit aid), matches and reaches. Thanks.
