What's the purpose of sending your SAT scores to a college? Won't they see them when you apply anyway?
And do you have to choose this option before your test?

You send your scores to the colleges so they have an official document that proves your self-reported score is accurate. You will eventually have to send scores to all the colleges that you apply to, unless they don't require SATs. For your four free reports you have to choose the schools before scores are released (I think you have 1 week after the test). Each additional report is $9, and these can be ordered anytime. Score reports include ALL your SATs and SAT IIs taken by the send date - you cannot exclude certain scores.

Is there any advantage to this?

Confusion

What would it matter if a college saw my SAT scores now, or later when I apply? How would this help me (and can it hurt you (if your scores are mediocre))?

I have the exact same question. Am I supposed to list colleges now? Or will they have no idea why they've just received scores from some random high-school junior? More generally, WHAT AM I SUPPOSED TO DO?
