I have already submitted all my college applications, but my high school won't be able to send the admission offices my transcripts and letters of recommendation until a couple weeks after the November 1 deadline. Will this affect my early action admission process?

Normally posting a transcript several weeks late for an early deadline would definitely be a problem, but this year perhaps not. Many schools have postponed their early deadlines because of the common app mess. Check with the particular school to see what its policy is this year.

Colleges will usually not penalize students admission chances for things they have no control over, like a late HS transcript (within reason of course). A couple of weeks should be within reason.

Usually not a problem but it may depend on the schools you are applying. Some schools like UMich said they want everything by November 1. My D’s school asked student to make recommendation and school report request at least 15 working days ahead of time to ensure it to be submitted on time even by mail (yes, some schools still do that). Transcripts are requested by student on Parchment directly which should be one at least 1-2 weeks before the deadline just like test scores.
