Competition is a really vague term. SFS's acceptance rate isn't really lower than that of the College or any other school in Georgetown, but competition in this case comes from more than just numbers. Kids applying to the SFS know they have an interest in IR, so their activities are probably very focused on that and therefore it might be harder for someone to get in if they are lacking in this area. The SFS is self-selective, so while it may be more difficult to get into, that's compared to the College which has a really broad range of majors. The schools are very different and you can't really compare as black-and-white as that.

Not sure about the SAT II. I would say that it couldn't really hurt if you took one and did well, but it's not an automatic in and not taking one doesn't necessarily hurt you. Why not try for Latin? (Is there one?)

I don't really know anything about the prestige of the government program, but I will tell you that it's a very common major here and in my experience some people pick Georgetown over other similar-level schools for government, often because of the location. You can intern on Capitol Hill, for many government agencies and NGOs and just do so much being in this area for a government major.

You can absolutely switch schools once you are enrolled. I'm not exactly sure what it entails but I believe you meet with the school dean and present a valid argument as to why you want to switch. Kinda like transferring colleges but much less complicated.
