Should I address an outstanding grade in my UC app?

I am applying to Cal, LA, UCSD, Davis, and Irvine. I have gotten mostly As in high school, 4 Bs, but also one C in a fluke during a lab-only semester of AP Bio. Should I address the C in the "additional comments" section or not bother? My "explanation" would essentially be owning up to it.. saying I spent a little too much time in the preparations for a sibling's wedding (which is true) and my final exam grade suffered.. but I learned to never let my focus stray and that manifests itself in my current and predicted first-semester senior grades (7 As).... so what do you guys think?

I mean, I’m no expert, but I personally wouldn’t include anything about it. I feel like colleges should understand that you’re not perfect. Besides, it’s only a C, not like an F or something.

I believe the additional comment section is for if one has something significant that affected a negative grade. I just don’t think it’s a good idea to bring up you chose party over studying, though all students do it at one point or another.

either option has its reasoning
