<p>Since you're not set on doing sports, look for colleges without using sports as a criteria, see which ones are DIII and then talk to the coaches of the track and tennis teams if you're still interested. They'll give you an idea of how much time it takes up and what the expectations would be.
If they don't take up too much (and you love the sports), I absolutely recommend that you at least join a club/intramural team. The team would be a great way to make friends as a freshmen, especially since everyone will share your interest in that sports. For the social aspect alone, I'd say it's worth it.</p>

<p>I'm assuming you are a junior. Yes, wait for your spring track times before contacting coaches. D3 schools vary a great deal in what times they are looking for from runners. College track is a big commitment. Take a look at the track rosters of some of the schools you are considering and look at the high school times of the freshmen and sophomores. That will give you some idea.</p>
