Should I report my SAT proctor?

I unfortunately had the same proctor twice....

The first time I had her, her phone kept on going off and would continuously vibrate. Due to the fact that the room was silent, you can definitely hear when her phone was vibrating. Everyone else noticed too, but we didn't say anything to her. It was something annoying, but minor, so I let it slide.

I had her again yesterday and it was just terrible! This is what happened...
- I brought along a stopwatch that did not make noise since I use it to practice. When I initially purchased it, it had great reviews for people have taken the SAT so I knew that it was used by others for the test. But, as a person who just wanted to make sure, I asked my proctor if it was okay to use my stopwatch. She asked, "Does it make noise?" I responded by saying that I made sure it was silent and I knew others have used this watch in the past. After hearing that, she nods her head and sharply says, "No! Put it away where it cannot be seen." At this point, I am confused. But, I decided that I would talk to the another proctor outside of the classroom when we get to the break. When it was time for break, I asked another proctor and explained my situation. The woman said "it depends on your teacher." The fact that she didn't even say it was collegeboard rules, but instead, the teacher's rules is not fair. The woman outside asks my proctor if it was okay and the teacher screams out in the hallway, "No! I told her that I don't want her to use the stopwatch because they aren't allowed! Does she not believe me or something?!" I know I was stupid for asking, but I didn't think it was worth the risk of getting my scores cancelled. I'm just mad that two proctors at my high school did not know the rules and my scores could've been affected because of it. My proctor also claimed that been a SAT proctor for 3 years so she claimed she "knew what she is doing!"

-Like the last time I had this proctor, her phone went off again! I kept hearing the vibrate alarms on her phone and they were annoying.

-While we were taking the test, she was on the computer typing. It looked like she was looking over grades or getting work done. I understand that it must be boring for the proctor to sit there, but I feel that the proctor should not be doing work and nosily typing on the computer while 17 kids are taking a test!

-After break, many of us were still getting through the door and trying to get into our seats. Just as I have reached my seat to begin section 7, she already started time. There were a lot of us just getting in and it wasn't even after the 5 minute break was up. She expressed a lot of times that she wanted to get out of there as soon as possible, but I feel as if it would've been right to start when everyone was in their seats.

I don't know if I should report her. The first time, she was annoying. But, this second time showed me that she shouldn't be a proctor. I don't think my scores were influenced by a lot, but I still don't think she should be a proctor if she is going to make noise and such. Is it worthwhile to report her? Does anyone know the process after?

I don’t know the process of reporting a proctor, but I think behavior like hers can affect your score and the score of the other 16 students taking the test, so reporting her is a must.

Yes, by all means report her. Completely agree that she wasn’t doing the job she was supposed to be doing during the test.

Yep. Report her.

If I were you, I’d report her for sure.

Report. I wouldn’t let that slide, too much on the line with a standardized test to get into college. Plus you even paid for it, so you deserve to have a fair chance like the rest of your competition getting into college.

To report, call College Board, I’m not sure which number to use, but they should eventually direct you to the correct one: <a href=“Contact Us | College Board”>https://www.collegeboard.org/contact-us</a>

I would call ASAP, I think you can only report until the Wednesday after the test.
