I overheard this person say that they went back after time was up to finish sections of the test. Should I report this person? I am torn.

This is a morality question and not answered easily here: if you think that the nature of the crime (or the attitude of the person in general) merits punishment, and perhaps subsequent disqualification, do report him/her. I do not in any way condone cheating, but it wouldn’t be worth my time to report this cheater.

I would report this person. The issue isn’t necessarily that cheating on the PSAT is such a big deal. It’s that, if a cheater goes unpunished, he’ll probably keep cheating, possibly with more significant consequences in the future. In a way, it’s better for the cheater himself to be caught now.
