Ok so when my midyear grades were sent I got a B and a C on my transcript and the rest (3 other grades) were A's. Now my school sends out a progress report (late February-March) and I received all A's. Should I send this information to my colleges before they make a decision or refrain from doing so? I do not want to annoy the Admissions officers with this extra information, what would you do in such a situation?

Your midyears came from your GC right ? This isnt something you can just amend whenever you want. The schools ask for a midyear from your GC in Jan and they get your grades at that time.

In some situations the college will ask the GC for another updated report around this time of year. Only provide them if requested.

Yes, from my GC submitted on the Common Application site.
