Should I send these scores?

I got deferred from Early Decision, I just took the ACT and got most of my scores back.

The SAT scores I sent previously were CR: 700 W: 650 M: 480

My ACT scores are English: 29 Math: 19 Reading: 30 Science: 24

Should I send them?

The average SAT math score for Skidmore students is between 580-660. That means 75% of the people who get into Skidmore scored at least 100 points better on that portion of the SAT than you did. Your critical reading score is a few points above the average, which is great, but a 220 point difference between math and CR is very large. Is there any way you could bump up your math score before the regular decision deadline?

Your ACT composite is in the bottom 25% range as well, so I'd advise the same thing.

I think improving your math score, if possible, would increase your chances a lot. Good luck!

The ACT scores confirm your SAT I scores. Sending the ACT scores to Skidmore will show continued interest, but will also illuminate your below average math ability. Tough call. Probably better to just write a short note to the college to let the admissions folks know of your continued interest.
