i got a 1900 (M-650, W-650, R-600) on my sat and a 28 (M-29, E-27, R-27, S-28, W-27) on my act.
i know they're bad, but i guess i'll have to wish for the best.
so which one should i submit for college? sat/act or both?
any help will be appreciated!

They are very very very very equal.

I would submit both but if you cant I would submit the SAT. Just because it might save the school sometime because many convert the ACT to SAT then evaluate applicant.

What is better depends on the school. If the school considers writing score, the scores look about the same. If the school does not consider writing score, ACT looks better. But sending both will not hurt.
