Should I wait for my letter of recommendation?

Hi, I have completed my application for UMN - TC, but my teacher has not yet finished my letter of recommendation. I want to apply to the school soon because results are already coming out and the LOR will be sent to the school eventually, but at the same time, I don’t want to put at a disadvantage for not having it because it is optional. Should I submit my application or wait for my letter of recommendation?

My D’s teachers have not finished their letter, while D applied yesterday.

We are encouraging my S23 to get his app in as soon as he can. From what I understand there is nothing that’s a negative if you get your application in prior to any recommendation or essays.
